September 30, 2020 Mockava Terminal invited its business partners and local community leaders to celebrate the Completion of Construction Works of Mockava Liquid Products Terminal.
The celebration ceremony was organised to commemorate the completion of erecting 2 additional storage tanks for distillates with the capacity of 3400 cbm each and construction of 2 new railway access roads – one for a new additional railway rack for chemicals and the other one for developing common railway infrastructure for the future projects in Mockava Terminal land plot.
With the addition of the newly erected storage tanks total Mockava Terminal storage capacity reached 20 000 cbm combining 9 tanks of different size, suitable for storing different light oil products, oil products components or liquid chemicals.
Total length of railway roads in Mockava Terminal now exceeds 2 km of each railway standard (EU & Russian) line, forming 3 separate access roads – 2 with railway loading racks (700 m and 400 m) and the 3rd serving as connection to the undeveloped part of Mockava Terminal land plot for the future projects that are provided for implementation.
Started its operations back in 2017, Mockava terminal still stands as the one and only liquid products trans-loading terminal, that operates on both railway standard (Russian and EU) railway gauge at the Lithuanian-Poland border. Current Mockava terminal annual throughput capacity well exceeds million tons of liquid products.
On July 23, 2019 State Environmental Agency approved Final Conclusions on the Environmental Impact Assessment study performed to evaluate the possible impact on the environment of future Mockava Terminal expansion – i.e. terminal activities after the implementation of the additional infrastructure development projects. All of the planned infrastructure development projects in Mockava Terminal at this stage of expansion target operations efficiency and product range increase.
Mockava Terminal plans to build 2 additional railway access roads more than 400 meters length each railway gauge standard (Russian and EU) and separate railway loading rack for trans-loading of liquid chemical products, leaving the existing railway rack at Mockava Terminal for liquid fuels and fuel components. Estimated project completion – end of 2019.
Additional 2 railway access roads with the length of 800 m each railway gauge are planned to be built to increase the ability of the terminal to accept and park railway wagons before and/or after the terminal operations. Both access roads to be equipped with weight-bridge in order to have precise and effective control of the goods that are trans-loaded in Mockava Terminal. Project implementation is expected to be finished in 2019.
On top of the above, 2 additional storage tanks with the capacity of 3400 cubic meters each are planned to be erected in Mockava terminal. After completion of the project (in mid-2020), Mockava terminal storage capacity will reach 20 thousand cubic meters, combining 9 separate tanks for liquids.

State Authorities Commission, formed to inspect the completion and quality of construction and installation works performed in Mockavos Terminalas, officially signed the ‘Act of Completion’ document on July 31, 2018. This event represents the finish of construction of Oil Procucts Terminal at Mockavos terminalas.

Mockavos Terminalas – the first and only Light Oil Products Terminal on the direct border-crossing point between Lithuania and Poland. It serves the direct, efficient, secure and cost-effective way to access the EU railway system from the Eastern railway standard, being the unique “within EU” Member States border-crossing point for liquid fuels and chemicals transfer.
The Mockava Terminal was officially opened nearby the Lithuanian-Polish border on November 22, 2017. The Terminal will allow transferring over 1 million tons of liquid products per year. The products from Russia and Belarus reach the terminal via the Russian standard railroad and then are transported into EU countries either by road tankers or by European standard railroad.
“It’s great that Mockava terminal has already opened. We were moving towards this result for more than ten years. We have a favourable infrastructure, railroads of European standard and Russian standard in our district, right on the Lithuanian borderline with Poland. We have attracted investors who actually started operations of liquid oil products transportation. We are grateful to the business operators of the site for having created new jobs positions here, because, as we know, the level of unemployment is quite high nowadays in Lazdijai district. Our main objective in this project was to create the largest possible number of job positions in this leased land site, therefore we hope that this terminal will expand further and will create new jobs for residents of the Lazdijai district in the future”, after the opening ceremony of the Terminal said Artūras Margelis, the mayor of Lazdijai district.
Mockava Terminal is the first liquid products trans-loading terminal at the only direct border-crossing railway junction with Poland via station Mockava for the transit flow of fuel and other chemical products through Lithuania from the Eastern countries into EU and vice versa. Products shipped from the Terminal can reach any EU railway station without re-loading or another terminal services. “This is the first and only one terminal of liquid products transit transportation in Lithuania, where it is possible to receive and dispatch liquid products via both standards railroad – Russian and European. Mockava Terminal is also the first business operations to exploit the potential “Rail Baltica” railroad and the possibility to increase the transit of liquid cargo flows through Lithuania in all of the possible directions, between East and West and between the South and the North”, said Mockava Terminal director Tadas Augustauskas.
Mockava Terminal is fully prepared and capable to send and accept the liquid cargo using the newly built “Rail Baltica” line that connects the Lithuanian railway system with the railway system of the European Union.

The final documents allowing the commencement of construction of oil products terminal in Mockava Terminal site were received in April / May 2016.
Right after the receipt of the necessary documentation, works on site preparation were initiated.
The summer season 2016 was used as an excellent time for the ground works in Mockava Terminal. All of the underground communications and utilities, drainage and water supply systems were laid.
Right after the completion of the underground works, foundations for the entrance roads and railway access roads were started in Mockava Terminal.
All of the necessary works were successfully completed by the end of the warm weather season, in order to continue the following construction without delay.
First investment part in the development of Mockava terminal project was dedicated to install the railway connection to the newly built Rail Baltica line (EU standard, 1345 mm) that enters Lithuanian territory and meets RU (1520 mm) standard railway connection exactly at Mockava railway station.
2 separate railway access road lines were built in Mockava Terminal: 1 km of the RU standard (1520 mm) line and 1 km of the EU standard (1345 mm) line parallel one to the other. Both of the access railway roads are levelled at nil – suitable for loading / unloading equipment and installations in full length.
